FUNCTIONS: This position provides the full range of position classification and position management advice and services throughout DCPL. Performs extensive and comprehensive position classification reviews and analyses of executive level, professional, administrative, technical, clerical and wage grade positions. Develops or assists in the development of accurate and effective position descriptions and the preparation of evaluation reports. Provides library management with insights in establishing organizational structures that are efficient, cost effective, support desired grade levels and facilitate career development.
The incumbent also serves as Human Resources Specialist for recruitment/staffing and is responsible for providing technical guidance to hiring managers in support of the recruitment and placement program, serves in a key role in planning and monitoring program activities, recommends innovative methods and strategies to resolve problems and reach the recruitment goals and objectives of DCPL, serves as an adviser to hiring staff in conducting job analyses, developing crediting plans, reviewing vacancy announcements, determining sources for qualified candidates, coordinating advertising, making qualifications determinations, conducting selection panels, processing selections and conduction placement follow-ups. Develops strategies for recruitment, utilizing a variety of advertising sources. Performs other related duties as assigned.
QUALIFICATION REQUIREMENTS: Applicants must have a bachelor’s degree and minimum of five years experience in Human Resources, which provides evidence that the applicant has a good understanding of HR systems, policies and procedures. In addition, specialized experience in position classification and recruiting/staffing, benefits or HRIS. The ability to analyze problems and apply sound judgment in assessing solutions, and the ability to communicate effectively with others both orally and in writing. Capable of working independently in a fast-paced environment with tight deadlines. At least one year of the experience must be comparable in difficulty and responsibility to that of the next lower grade level in the District or Federal service. Self-development and expertise that demonstrates a capacity to perform the duties of the position.

vision, mission and goals effectively, orally and in writing.

Employment Benefits: Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon reemployment.
RESIDENCY: A person applying for a position in the Career Service, or Management Supervisory Service, who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no fewer than eight proofs of bona fide District residency and maintain such residency for seven consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the seven-year period will result in forfeiture of employment.
