POSITION TITLE: Branch Manager

SALARY: $76,996.00 – $107,794.00 MS-1410-13 per annum

APPOINTMENT TYPE: Management Supervisory Service (At Will)*

LOCATION: Neighborhood Library Services

HOURS: As scheduled within the hours of branch operations

FUNCTIONS: Under the general supervision of the Associate Director for the Neighborhood Libraries, the incumbent is responsible for the efficient and customer-service oriented operation of the branch; plays a leadership role in system-wide projects; interprets DC Public Library policies in managing the branch; supervises, trains, develops and evaluates staff; builds community partnerships; maintains a reference and circulating collection of books and other materials to meet the needs and interests of customers; evaluates community use of branch services; and submits reports on services. Performs other duties as assigned.

QUALIFICATIONS:
A master’s degree in Library Science from an ALA-accredited library school is required, and a minimum of two years' experience as a professional librarian is required. The applicant’s work experience must have been of a quality and scope sufficient to enable him/her to perform satisfactorily assignments typical of the position. Emphasis is placed on management and administrative skills, including the ability to organize and develop effective programs of library service. All applicants must present a combination of experience, education, skills, self-development and expertise to perform the duties and responsibilities of the position.

1. Ability to provide leadership, management and technical guidance to individuals in a team
environment.
2. Professional knowledge of contemporary theories, objectives, principles and techniques of
librarianship.
3. Ability to establish and maintain effective working relationships with individuals inside and
outside the organization.
4. Skill in oral and written communication.
5. Skill and proficiency in Microsoft Office application, Internet and database searching and e-mail.

OTHER: A written and computer exercise may be administered at the time of interview.

*MSS: A position in the Management Supervisory Service (MSS) is “at will” employment. Appointees to the MSS serve at the pleasure of the appointing Authority and may be removed at any time on 15-day notice.

Employment Benefits:
Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government’s retirement plan. However, if selectee was previously employed in the District of Columbia government under an appointment for which he/she was eligible for Civil Service Retirement (CSR), contributions to CSR will resume upon reemployment.

RESIDENCY:
A person applying for a position in the Career Service, or Management Supervisory Service, who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected the person shall be required to present no fewer than eight proofs of bona fide District residency and maintain such residency for seven consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the seven-year period will result in forfeiture of employment.
