DC Public Library's Code of Conduct

Welcoming Our New Code of Conduct

DC Public Library has updated its Rules of Behavior—now called the Code of Conduct—to better reflect our community’s needs and the library’s purpose and core values. This update represents months of thoughtful work and engagement with staff, customers, and community stakeholders. We’re excited to officially put the new Code of Conduct into effect on February 1, 2026.

This process was rooted in collaboration and innovation. In fact, in December, DC Public Library was honored as a 2025 Urban Libraries Council (ULC) Innovation Award Top Innovator in the Library Operations and Management category. This recognition celebrates our commitment to creating safe, welcoming, and healthy spaces for everyone, and highlights the importance of libraries as essential public assets that foster learning and community connection.

Adopted by the Board of Library Trustees in July 2025, the Code of Conduct ensures that all DC Public Library locations remain safe, inclusive, and equitable spaces where everyone can learn, explore, and connect.

You can view the approved policy and public engagement report below.

What Is the Code of Conduct?

The DC Public Library Code of Conduct explains the shared expectations that help our libraries remain safe, welcoming, and respectful spaces for everyone.

  • The Code of Conduct applies to all people using library spaces, including customers, visitors, and staff. It outlines how we can treat one another with dignity, use library spaces responsibly, and support a positive environment for learning and connection.
  • Rather than focusing only on what is not allowed, the Code of Conduct emphasizes respect, shared responsibility, and care for our community. Clear expectations help ensure that everyone can enjoy library services without disruption or harm.
  • The Code of Conduct also guides how library staff respond when expectations are not met. Staff prioritize communication, de-escalation, and fairness, while taking steps to maintain a safe and welcoming environment for all.
