In the past several years, Washington, D.C. has experienced enormous change. Residents have navigated a global pandemic, political turbulence, major workplace disruptions, and a growing sense of social isolation. As the U.S. Surgeon General has noted, loneliness has become a public health crisis, driven in part by the way technology shapes our lives.
Libraries have always played a crucial role in bringing people together, both online and in person. Now, as artificial intelligence and digital tools accelerate even faster, DC Public Library is stepping into a renewed mission: strengthening real human connection.
We are proud to introduce the library’s new multi-year strategic plan, IRL (In Real Life), that centers everything we do around three essential priorities of community well‑being: Joy, Belonging, and Resilience.
IRL is nod to the idea that while digital connection is part of modern life, real community thrives when people come together face‑to‑face. With nearly one million square feet of modernized library space across the city and dedicated staff serving every neighborhood, this plan builds on a strong foundation and a deep commitment to every District resident.
Why IRL and Why Now
Over the past decade, the District has invested heavily in its public libraries, transforming more than 20 buildings into vibrant, welcoming, and award‑winning community hubs. These spaces are within three quarters of a mile of almost every resident and serve as essential anchors in a rapidly shifting world.
At the same time, technology has reshaped daily life. Families, young people, workers, and older adults are all navigating new stresses, from misinformation to digital overload. Residents told us that they want more opportunities to gather, learn, create, and connect in person. IRL is our promise to meet that moment.
The Three Priorities of IRL
Below is an overview of the themes at the heart of the plan and how they will show up in library programs, spaces, and services across Washington.
Joy: Creating Moments of Delight and Discovery
Joy is a vital part of community life and personal well‑being. In a time when daily headlines can feel heavy, DC Public Library aims to be a spark of inspiration and happiness for residents of all ages.
Across the city, you will see more cultural programs, local exhibits, author talks, and neighborhood events. The MLK Library has already become a destination for art and culture, hosting exhibitions like the current District Vibes American Pride: How D.C. Changed American Culture and citywide events like Art All Night which will take place this year on Friday, Sept. 11 and Saturday, Sept. 12. Through IRL, you will see that creative energy in every neighborhood library.
What You Can Expect

- A signature annual event created by each branch, reflecting the character of its neighborhood.
- Rebuilding our youth‑services teams to bring back consistent, high‑quality programming for children and teens.
Public Art & Exhibits
Belonging: Making DCPL a Place Where Everyone Feels Welcome
Every person deserves to feel seen, valued, and supported. Yet many residents face barriers to connection, whether they are new arrivals to the United States, boys and men who struggle with social isolation, or individuals experiencing homelessness who rely on the library as a place of safety and stability.
IRL strengthens DCPL’s long‑standing commitment to inclusion through intentional services, partnerships, and community engagement.
What You Can Expect
- A targeted pilot with Boys Who Write that supports teen connection and emotional well‑being.
- Expanded multilingual services and programs, guided by DCPL’s first Multicultural Customer Experience Coordinator and a new Multicultural Advisory Committee.
- A larger Coffee and Conversation program that brings compassion, conversation, and resource connections to individuals experiencing homelessness across the city.
- Continued collaboration with community organizations, human service partners, and immigrant‑serving groups to ensure everyone can access library resources with dignity.

Resilience: Supporting Residents in a Time of Rapid Change
Resilience is about having the tools to navigate uncertainty and emerge stronger. As DC residents face digital overload, job instability, rapid technological change, and an overwhelming flow of information online, the library is stepping up to help.
Through IRL, DCPL will expand its role as a trusted resource for lifelong learning, digital confidence, workforce development, and civic engagement.
What You Can Expect
- A new digital wellness initiative that helps residents understand the impact of technology on their lives and build healthier digital habits.
- Expanded workforce support, including digital and AI upskilling, résumé help, certifications, and small business resources.
- Strengthened voter education in partnership with the DC Board of Elections to ensure every voter can navigate evolving processes with confidence.
- More wellness programs that support physical, mental, and emotional health.

How We Will Bring IRL to Life
IRL is not a one‑time announcement. As the name suggests, it is a multi‑year commitment to serving DC residents with excellence. This work includes significant investments in:
- Staffing and training, especially in youth services and public safety.
- Books and collections, which remain at the heart of why people come to the library.
- Safe, welcoming buildings, including long‑term planning for MLK Library.
- Stronger partnerships, streamlined agreements, and deeper community outreach.
- Customer experience improvements, including new service guidelines, clearer signage, and expanded feedback tools.
IRL is shaped by the voices of thousands of residents, partners, and staff members who participated in surveys, interviews, focus groups, and design sessions. Their insights guided the priorities and will continue to shape how we move forward.
