Organization History

After a preliminary gathering at Columbian (now George Washington) University on June 6, 1894, 44 persons met on June 15 to establish the library Association of Washington City. The new organization’s purpose interaction among librarians “and all interested in library work in Washington City and vicinity, and to further library interests in general.” 

The first regular meeting was held on Oct. 24, 1894, when members gathered in the Directors’ room at Columbian University to hear the inaugural address by the first president, Librarian of Congress Ainsworth Rand Spofford, to describe the special features of their own libraries, and to form project committees. In March 1901, the name of the organization was changed to the District of Columbia Library Association. It became a chapter in the American Library Association on June 28, 1922 and was incorporated in the District of Columbia on February 25, 1927. The association was granted federal tax-exempt status under section 501 (c) (3) of the Internal Revenue Code on July 31, 1979.

Scope and Content Note

The papers of the District of Columbia Library Association consist of approximately 16 linear feet of material documenting the activities of this organization from its inception in 1894 to the present day. Material includes minutes, financial records, correspondence, handbooks, publicity materials, organization publications and photographs.

Provenance

The papers of the association were donated to Washingtoniana in the early 1930s. They were transferred to Catholic University from 1954 to 1973. These records were returned to Washingtoniana in 1974. Materials have been donated by outgoing officers and other active DCLA members.

Series Descriptions

Series I: Minutes & Official Records

Includes minutes of meetings, President’s Notebook (which include minutes of meetings, financial documents, correspondence and other administrative materials), financial records of the treasurer, reports and other documents from interest groups and committees, material documenting Legislative Day activities and officers’ handbooks.

Series II: Publications

Includes copies of publications produced by DCLA and DCLA officers. This includes copies of Inter-comClip and Quotes and D.C. Libraries.

Series III: Miscellaneous

Includes material created to document the centennial of DCLA, photographs from DCLA events, publicity items and material generated by ALA.

Series I: Minutes and Official Records

Box 1 June 6, 1894-Official Records

The earliest record book, now in fragile condition, includes handwritten minutes of the organizing meetings on June 6 and 15, 1894. It also includes newspaper accounts of the meetings, library-related clippings, meeting notices, program descriptions, and membership lists.

Box 2 Nov. 21, 1906-Dec. 11, 1912

Also in fragile condition, this record book includes minutes of all meetings (now typewritten), newspaper clippings about those meetings and association programs, meeting notices, election ballots, and membership lists.

Box 3 Bound Volumes of Minutes and List of Activities

The first volume is labeled as “ DCLA Minutes” 1894-1921. Included within this volume are: extracts from the 1897 Handbook of the Library Association of Washington City (constitution, officers, bibliography, and list of papers presented); extracts from the 1898 and 1900 supplements and the February 1904 edition of the Handbook, and Adelaide R. Hasse’s” A Backward Glance,” an article about the association’s early history that was printed in vol. 6 of D.C. Libraries (November 1934).

The minutes report on meetings from Jan. 15, 1913 to Feb. 24, 1921. In addition to newspaper clippings and meetings notices, the volume (now resembling a scrapbook) includes important correspondence, mailings from the American Library Association, and occasional summaries of papers presented at meetings.

The second volume labeled DCLA Minutes 1922-1931 contains the same kind of material as in volume 1, plus treasurers reports and some biographical material about deceased members.

The third volume is a thin black scrapbook which is a record of activities from January 1922 to December 1924 includes clippings from local newspapers, Library Journal, and other sources about DCLA meetings and programs. Includes 12 issues of DCLA Doings, subtitled “For Better Library Cooperation in Washington, “apparently the first DCLA newsletter.

Box 4 Bound Volumes of Minutes

This box has additional bound volumes of DCLA Minutes. The volume covering the years 1932-1936, includes minutes, clippings, and treasurer’s reports, along with a copy of the certificate of incorporation and appropriate receipts and an autographed copy of” What Libraries Mean to the Nation” by Eleanor Roosevelt, presented at a DCLA banquet on April 1, 1936. The next volume covering the years 1937-1942 includes the standard types of materials, as well as minutes of executive board and general membership meetings. The third volume covering the years 1943-1954, is limited pretty much to executive board minutes and treasurer’s reports.

Box 5

Included in the first set of files are executive board minutes, treasurer’s reports, and selected committee (e.g. nominating, National Library Week) reports covering the years 1954-1961. Includes a two-page subject index to executive board decisions, July 26, 1954-May 7, 1958. NOTE: AS OF JULY 1980, MINUTES FOR EXECUTIVE BOARD MEETINGS BETWEEN APRIL 1971 AND SEPTEMBER 1962 ARE MISSING.
Executive Board Minutes, 1962-1963 The next set of file folders contains board meeting minutes for the following dates: Sept. 6, Oct. 4, Nov. 1, 1962, and Feb. 7 and March 5, 1963.

The next group of folders includes executive board minutes and treasurer’s reports from Jan. 6, 1964 to May 12, 1965 that were a part of a notebook apparently kept by Joseph Rogers, DCLA president from 1964-1965. The material includes copy of membership brochure “You and DCLA.” The next group of files includes executive board minutes from June 15, 1965, to March 9, 1966. The next files cover executive board minutes from October 11, 1966, to May 11, 1967. Also included are committee and special reports (e.g. volunteer associations, literacy) generated during the presidency of Elizabeth W. Stone (1966-1967). Executive board minutes from April 13, 1967 to June 11, 1969 compromise the next group of folders. Special topics covered in the minutes and attachments include continuing professional education, the third annual workshop (“Communications in the Library”), and planning for DCLA’s 75th anniversary celebration. The final group of folders contains minutes, treasurer’s reports, membership information from September 10, 1969, to July 11, 1972. It also includes committee reports and membership resolutions.
                                          

Box 6

This box begins with the materials from the 1972-1973 President’s Notebook, which was kept by Rupert C. Woodward. Includes, in addition to executive board minutes and treasurer’s reports, files on these topics: committees, National Library Week, former DCLA presidents, ALA Washington Newsletter (June 1972-April 1973), and the 1973 Joint Spring workshop (Synergy 73). The next group of folders has materials from the 1973-1974 President’s Notebook, which was kept by Paul L. Berry.

These folders include executive board minutes, treasurer’s reports, committee reports, and important correspondence. Next in the box are the materials from 1974-1975 President’s Notebook which were kept by Wallace C. Olsen. These include executive committee minutes, treasurer’s reports and correspondence, committees (program, membership, intellectual freedom, nominations, archives, National Library Week), Joint Spring Workshop, special interest groups, Inter-Com, and important correspondence.

Box 7

This box begins with the material from the 1975-1976 President’s Notebook kept by William L. Whitesides. These files includes, in addiction to executive board minutes and treasurer’s reports, files on interest groups, membership, and the 1976 Joint Spring Workshop—“2001, A Library Odyssey.” Next files are from the 1976-1977 President’s Notebook, which was kept by Marilyn Gell. Includes, in addition to executive board minutes and treasurer’s reports, files on by-laws, nominations, membership, interest groups, programs, National Library Week, Inter-Com, and important correspondence. The box ends with the President’s Notebook from 1978-1979.

Box 31 D.C. Libraries

Published four times a year from October 1929 (Vol. 1, No. 1) through Spring 1970 (Volume 41, Number 2). The rationale behind its publication is stated in the first issue which, after asserting that “the District of Columbia has the highest per capita average of book resources among the eleven great cities of the world,” asks “IN VIEW OF THIS PROUD EMINENCE DO WE NOT NEED A LIBRARY ORGAN AS A MEANS OF ACHIEVEING MORE CONHERENCE AND UNITY AMONG THE LIBRARIANS OF THE DISTRICT OF COLUMBIA WHO ARE CUSTODIANS OF THIS TREASURE?”

A complete set of D.C. Libraries has been microfilmed by the Library of Congress and is available for use in its Microform Reading Room. In addition, copies from the years 1956-1970 have been bound and are kept with the DCLA Papers. Other bound copies can be found with Washingtoniana periodical holdings.

Box 34 Inter-com 1971-1983.

Inter-Com is a newsletter that has been published replaced both D.C. Libraries and Clips & Quotes, which were terminated by the Executive Board in 1970 “because we had neither editors nor money in the treasury to support both publications. Also, it was felt that neither publication was really meeting the needs of DCLA’s membership.” 

In addition to loose copies found in this and the next four boxes, there are also bound copies of Inter-com for the years 1971-1989. There is also a “Cumulative Index for Inter-com” covering the years 1971-1991 (volumes 1-20). Both are shelved with the DCLA papers.
