IRL: In Real Life 2026

DC Public Library’s new strategic plan, IRL: In Real Life, launched in July 2026 articulates a vision for supporting joyful, inclusive, and resilient community life in the District. IRL offers a flexible approach to improve resident life by prioritizing meaningful in-person experiences in an increasingly fractured, screen-dominated world. The plan centers around three essential priorities of community well‑being: Joy, Belonging, and Resilience.

  • Resilience | Serving as a Source of Strength and Wellness

Strategic Plan Engagement and Input 

The Library conducted community and staff engagement that informed its strategic plan:  

  • Nine focus groups that included 73 Library partners, stakeholders and staff; 
  • Thirteen interviews involving 16 key staff and Library partners; 
  • An online community survey with 938 respondents; and 
  • An online staff survey with 163 respondents. 

Later, the Library’s cross-departmental Senior Management Team and additional staff shaped the plan through two collaborative design sessions and fifteen goals discussions. 

Overview of Findings 

Engagement findings highlighted DCPL’s value in providing core services including books, cultural programming, technology access and welcoming community spaces. They also identified opportunities to improve the Library’s reach and impact by better distributing programs and services across neighborhood library locations, improving multilingual access, addressing safety concerns and demands for social services, strengthening staff capacity and development, expanding and expediting partnerships, and improving awareness of library offerings. 

  • Focus Groups: Nine focus groups were held with Library partners, stakeholders and staff. Summary reports for the following focus groups can be found here:

  • Interviews: Sixteen people were included in thirteen interviews with Library leaders and staff, partners and stakeholders. A summary report of those interviews can be found here.

Know Your Neighborhood: DC Public Library Strategic Plan 2017

DCPL published its five-year strategic plan, “Know Your Neighborhood”, in 2017. The plan provided a roadmap for delivering customized services that meet the needs and aspirations of our communities. The priorities identified in the plan -- Reading, Digital Citizenship, Strong Communities, Local Culture and History, and Stewardship -- continue to guide our work along with a focus on recovery efforts and an ongoing commitment to equity and inclusion.

Library Services Quarterly Performance Reports track trends and information about library usage in areas such as circulation, digital resource usage, library visits and programming. Here you'll be able to view performance reports by quarter. Library data reporting was suspended due to COVID-19 closures and changes to services and hours during the pandemic. We resumed publication of quarterly reports in 2024.
